From what I have read its a good idea to line up for the eiffel woter before 9am. Perhaps 830. Would this be the case?
How many stairs from the 1st to 2nd level?
What are the lowest peak times to visit?
How late is it open?
I leave in 3 days so I am scrambling to get answers to the simple questions

Yes, go early to Eiffel Tower..... or late for a night view. I think it is opening till 10:00 at the moment, maybe later in July and August.
You can also get an excellent and easier view of the city from Tour Montparnasse or from hotel Concorde Lafayette at Porte Maillot.
I think you can only walk to first level and unless you have an architectural/photography focus, it does not have much attraction to
walk up. Elevator is better.
In all tourist spots in Paris, you have to start early (Louvre, towers at Notre Dame etc.)
